A feedforward-plus-feedback control scheme is presented to prevent congestion in store-and-forward packet-switching networks. The control scheme consists of two algorithms: an input traffic adjustment algorithm and a control signal computation algorithm. Specifically, the input traffic adjustment algorithm employs a proportional-fairness policy in resource allocation, such that the admitted traffic sate into the network is proportional to the offered traffic rate. The control signal computation algorithm to ensure asymptotic stability of the overall system in the robust sense and to obtain the desired transient performance in the adaptive sense, with respect to changes of the offered traffic pattern, ave designed.
