The authors present an explicit-rate (ER) based congestion control scheme for multicast available-bit-rate (ABR) service in asynchronous-transfer-mode (ATM) networks which support bandwidth allocation with a new fairness criterion, and analyse the stability of the network for both the unicast connections case and the unicast-plus-multicast connections case. Specifically, under the new fairness criterion, allowed-cell-rate (ACR) for a connection is proportional to the difference between peak-cell-rate (PCR) and minimum-cell-rate (MCR) of the connection. The effectiveness of the proposed control. scheme is confirmed by computer simulations.-
