TOPOLOGICAL NATURE OF THE AHARONOV-CASHER EFFECT

We derive the AC phase shift, without using the Lagrangian, which leads to the conclusion that the AC effect is a pure topological phase effect. We show that the AC effect is physically equivalent to the precession of a magnetic moment in a B field.
