In the broadband convergence network (BcN) environment, the need for seamless service independent of user access technologies is increasing. One of BcN services, fixed-mobile convergence services require seamless handover mechanism for the satisfaction of both users and fixed/mobile providers. One of the solutions to support seamless handover is multi-homing. However, multi-homing needs the selection of the best network during the connection on a fixed network. In addition, after the selection, low latency handover mechanism is needed because Mobile IP as current solution has long handover latency time. Therefore, we proposed low latency handover mechanism with handover selection algorithm considering network and user aspects. In performance evaluation, performance results for handover selection algorithm and low latency handover mechanism are simulated. Proposed mechanism shows low blocking rate and high throughput for handover selection algorithm and improved handover latency time.
