Broadband policies are now a vital instrument to ensure the competitiveness of countries and to address pressing societal concerns. This work presents the results of a study that attempts to identify the main components that influence the development of broadband communications and access services in OECD countries. With the use of factor analysis, the underlying factors are identified as ICT Environment, enablers and means and technology mix.
Based on the identified factors and along with the analysis of sustainable strategies for fostering Broadband in Korea and European Union, an appropriate combination of derived implications for BB development in follower countries with a special focus on the case of Tunisia was proposed. A strategic development plan was developed using a two-dimensional framework that enables the classification of policy actions depending on the influencing factor and type of influence.
