The objective of this report is to identify e-procurement system procedures from the principle to implementation. The report shows the Laotian government``s adoption of e-procurement system for organizations, and especially identify the possibility of adopting for public procurement. There are some advantages of the system for government adoption. Also, there are some critical issues that governments have to consider before implementing this system to increase the government``s performance and reduce the risk of failed project adoption.
For developed countries, the first reason for adopting e-procurement is to reduce cost, but for many developing countries transparency is the most important issue. Therefore, this report attempts to detail all the procurement procedures to provide a better understanding of the system and show that e-procurement is the most efficient tool to solve transparency issues for public procurement.
In addition, for developing countries that need international financial support, there is some useful information for writing an e-procurement project proposal, such as what contents should be included in the proposal and which proposal guidelines to follow in order to get approval from the financial organizations.
In case that the Laotian government to adopt an e-procurement system, there are some recommendable policies and strategies that need to be implemented or improved to meet the requirements of e-procurement system in order to achieve the most benefit from the system.
