A study on spectrum resource management models and spectrum policy recommendations for Vietnam

Spectrum channel resource, an important input for the telecom industry, has become more and more valuable today because of increasing demand of wireless communications. In this paper, I present my research in spectrum resource management. First, this paper tries to make the concept of spectrum channel resource clear because spectrum resource, a term used widely in the literature, is misleading what it actually is. Second, the paper attempts to investigate the economic nature of spectrum channel by comparing it with land which has been a critical input in agricultural and industrial economy. Then, the author sheds light on the relationship of the spectrum management regimes; the paper argues that those spectrum management regimes are complementary rather than mutually exclusive. Third, this paper utilized the comparative analysis approach to examine the evolution of spectrum management concept and compared different models and systems of spectrum management in three countries, including: Vietnam, Korea and the UK. Finally, based on the studying and comparing various spectrum management models, the author draws out implications and suggests policy recommendations to improve, revamp and transform the traditional spectrum management model for Vietnam.
