Abstract

The purpose of this paper is to analyze technologies, and choose which technology will be the best solution to implement in Kazakhstan. In my study I will compare two technologies and analyze them, also through reviewing case studies I will try to find out the best experience of three countries, key aspect of analysis is discovering the influencing factors from government, mobile network operators(MNO and customers sides. The goal of this paper is not to offer new strategy of ICT development for Kazakhstan government, but recommend them what would be the best solution and what should be their actions on the way to create e-Society in Kazakhstan. Kazakhstan is a developing country located deep in the Central Asia one of the formal USSR republics with huge territory we are in the $9^{th}$ place in the country list by territory, with very small and widely scattered population $62^{nd}$ place by population size, because of this reasons we can’t provide wire line internet for all of the citizens in Kazakhstan. That is explains why it is so difficult for Government to reduce the digital divide in our country. Government could not force ISPs to provide services for every citizen in Kazakhstan, without subsidizing them and as well as Government has strong willingness to develop the ICT in Kazakhstan we have to find the solution. One of the possible solutions is to start deployment the MB, for what we should know which of them will be more appropriate for deployment. In this study I will go through comparing WiMax and LTE the MB technologies and discovering country cases of Korean Republic, Sweden and Russian Federation.
