There have been many studies for efficient data transmission with good voice quality since 2nd generation digital CDMA service based on IS-95 in 1995 has been launched. Many subscribers are shortly increased in digital cellular service and some needs from voice service to high-speed data service are aroused. Therefore, there are several issues which happened from viewpoint of service provider. First of all is how to provide high-speed data service efficiently, second is a network capacity problem caused by a rapid increase of subscribers, and third is how to allocate radio resources efficiently for multiple services such as voice, VOD, and internet access, etc.. 1xEV-DO system is developed for the purpose of transiting voice-oriented service into high-speed data service shortly and saving an investment expense for a network operator by adding a channel card of a base station on CDMA2000 1X system. 1xEV-DO system allocates different FA (Frequency Assignment) separately for voice service and high-speed data service from one integrated system. This dissertation deals with 4 main themes: considerations of evaluating service coverage, issues on enhancing the performance of PFRS (Proportional Fair Rate Scheduler) packet scheduler, issues on increasing network capacity by using mobiles with dual antennas, and how to allocate radio resources for multiple services. Firstly, considerations of evaluating service coverage will be simulated and analyzed for providing service effectively through system-level simulation in 1xEV-DO. According to simulation result, average data transmission rate and cell throughput per user are changed by traffic load and an user’s location in a cell. Therefore, a service operator should make a target of service quality under considerations of target data rate, service coverage limits, and the number of users in a cell.
