Radio waves are defined as 'Electromagnetic waves of frequencies arbitrarily lower than 3,OOOGHz. Radio spectrum is limited public-resource such as water, gas and electronic power. Therefore it involves in various competitive demands and the government's management and enforcement activities are inevitable.
