파티클 필터링을 이용한 비트율 제어 방법 및 장치가 개시된다. 비디오 부호화의 비트율 결정 방법은 영상의 현재 프레임의 부호화에 따라 결정된 초기 목표 비트율을 입력받는 단계; 상기 초기 목표 비트율에 파티클 필터링을 적용하여 상기 영상의 미래 프레임의 예측 비트율을 결정하는 단계; 및 상기 예측 비트율에 기초하여 영상의 부호화할 프레임의 최종 목표 비트율을 결정하는 단계를 포함할 수 있다.
