Since the 1980s, several studies have been conducted on the accurate estimation of expected coverage for the emergency medical service (EMS) location problem framework. In this thesis, we proposed a location covering model based on the Maximum Expected Coverage Location Problem (MEXCLP) formulation, which includes server-specific workloads. The workload of each server is obtained through a multiple server hypercube queueing model. Given the interdependency of the location variable and the problem parameter, heuristics should be used to obtain a solution. We solve the problem using a CPLEX Iterative Procedure and a meta-heuristic based on opposition based learning: GOjDE.
