System of Systems (SoS) is a system designed to achieve a high level of goals by combining various systems to accomplish a goal which is difficult to be achieved by a single system. Since Constituent Systems (CSs) in SoS have autonomy and independence, they may not behave in the way that SoS pursues. Therefore, it is necessary to provide appropriate policy and control by using the policy model reflecting the characteristics in order to achieve the SoS goal. Besides, since the diversity of CSs increases the complexity of the factors to be considered in policy making, policy making requires considerable effort. Therefore, this study defines a policy expression method reflecting SoS characteristics and suggests a framework that can automate policy generation using search-based approach. As a result of the research, the expression of the policy showed that the characteristics of SoS are well reflected. In this thesis, we present a policy-based model for SoS considering a particular Mass Casualty Incident (MCI) case study. A policy based on search-based method is developed that can increase SoS goal achievement rate with low-cost.
