본 발명은 3가의 산화철 또는 3가의 산화수산화철을 원료로 사용하여 구리전구체와 팔라듐 전구체가 헤마타이트에 담지되어 질산성 질소를 환원반응에 의해 분해시키는 촉매의 제조방법에 관한 것으로서, 원료를 혼합하여 수용액을 만드는 단계나 수용액에 구리 전구체와 팔라듐 전구체를 혼합하는 단계에서 염산 수용액을 혼합하는 것을 특징으로 한다.
