Wind energy has become a main drive in green energy all over the world. Developed and developing countries are implementing wind energy projects more and more, year by year. This study attempts to make an analysis of wind energy policies adopted by China, which is country with the highest wind generation rate in the Asia and world; and USA, which are still leading in wind energy technology aspects. The goal of this study is to analyze the actions that drove USA and China to reach high wind energy levels, and explore situation in Kazakhstan to determine how we can replicate the output of our reference countries. We gathered data from secondary sources related to the wind energy in China and USA, and researched in the official websites of both countries to obtain the current policies, and incentives adopted by these governments. Collected data was processed and a strengths, weaknesses, opportunities, and threats analysis was made for Kazakhstan to determine which actions should be taken by Kazakhstan government to successfully implement wind energy. Big gaps where found in policy, economic and technological potentials in Kazakhstan, while country has all possibilities to use wind energy.
