Mobile government adoption in Zimbabwe: lessons learnt from South korea and South Africa

Abstract

The growth in ICTs has led to Government service provision evolving over the years from conventional government towards electronic way of transacting which involves ubiquity and customization of services provided. Mobile government has been indicated as the next trend to alleviate problems of government service provision especially for developing countries mainly relating to their rapid mobile penetration. This connected government is vital towards creating an information society for Zimbabwe and hence developing strategies for successful e-services adoption is key towards mobile government adoption. In order to achieve this, this study strives identify critical success factors for mobile government adoption. A research model consisting of Technological, Policy and Social/Cultural factors, adopted from previous research was developed. This was used in conveying successes stories of South Africa and South Korea to derive lessons for Zimbabwe. A comparative analysis of the countries was conducted on the three factors as well. The results indicated that Government’s lead role in promotion of mobile government adoption is most critical factor. The paper concludes by highlighting recommendations for Zimbabwe in order for implementing successful m-government.
