This study examines several reviews on the bilingualism and bilingual education in terms of linguistic competence. Presently, bilingualism exists in almost every country in the world, and there are more bilingual people than monolingual people. This universal trend toward a bilingual and multilingual population can change the traditional views and approaches to linguistic competence. Some scholars argue that multilingualism is the nature’s standard of linguistic competence rather than monolingualism. In this view, the bilingual instinct will be examined and emphasized with some research data. After reviewing different approaches to bilingualism, some solutions are considered for English education based on the bilingualism in Korea. In the age of globalization, the effective and practical multilingual education programs in Korea will be essential and help students become equipped to live out and compete in the world.
