The average ratio of technical manpower is more than 50%, and average R&D intensity is 46.4%. more than 41.9% of sample ventures export their products or services. However, the average return on investment of the ventures is not more than 1.5% and the average debt ratio reaches 270%. Based on the results of the survey, this study offers several policy implications for the venture certification system and for nurturing support to promote the ventures.
