dc.description.abstractUsing frequency borrowing, we propose a channel allocation scheme in hierarchical cell structure. The proposed scheme is suitable for downtown environment in which bulky hot spot cells occur periodically at specific times. Performance is evaluated in view of blocking, handoff dropping probability and FA efficiency.en
