Public research organizations (PROs), universities, and firms carry out technology transfer activities among each other in a national innovation system. The revitalization of technology transfer among innovative agents is essential for improving the economy of a nation. Many firms are interested in utilizing knowledge which is developed externally because of limitations in conducting R&D based on internal resources owing to rapid social and technical change. This becomes important when government is also concerned about the performance of public R&D. These environmental changes increase the importance of technology transfer between PROs and companies. Most researches about technology transfer among technology innovation actors have focused on the revitalization of technology transfer by studying the channels of technology transfer and organization of actors joining the technology transfer activities. These researches do not consider industrial and technological characteristics from an innovation system point of view but by studying the method of technology transfer and organizational aspects. This paper analyzes the characteristics of industry using ``technology regimes`` and tries to explore how the features of industry affect the technology transfer process of PROs through a case study of two RROs. We set up several factors for comparing technology transfer process & activities; technology transfer steps, formation of technology transfer organization, media of technology transfer, technology marketing, size of recipient of technology, government regulation etc. The results suggest that the characteristics of an industry have effect on technology transfer process of PROs from formation of organization, technology transfer media, and technology marketing point of view, although the two PROs have some similarities. Further we can derive an implication that government has to consider the industrial characteristics before adopting a public policy.
