The facility-based competition has become a principal means to encourage the efficient investment in local exchange infrastructure for growth of broadband internet access and adoption of advanced technologies. In the case of Korea broadband market compared with that of the US, it seems that facility-based competition and free competition environments that boosts facility competition among providers are main factors to broadband Internet development. The facility-based competition is a necessary condition for demand creation and innovation to be maximized in the long-term development.
