There are many studies on e-government and its various applications to find out the best way to shift from the traditional form of governmental services and its problems to use the electronic and online services, which are easy to handle in information age. Different types of e-services to serve a particular segment of the beneficiaries from these services, in that sense several models were built to provide the e-government and its solution, and governments are adopting these models and following the standards of the other role model countries in that field in order to build the optimal model for them. The thesis will focus on e-government service provider and the recipients of the service who are represented by the citizens, in an attempt to assess the performance of the e-government in Egypt, in order to find out the weakness points of the provided services and try to draw up a framework of actions to improve these points and motivate the citizens to use these services in electronically form instead of the traditional way. The Assessment will be done by using different methods, starting with the analysis of the current status of the e-government in Egypt, including South Korea as a comparative case study trying to discover some factors that might help to stimulate the use of the electronic services, in addition to several other methods of evaluation like SWOT analysis, usability test, interviews, and surveying the Egyptian citizens to find out the best approach for the Egyptian e-government service stimulus.eng
