Plasma cherenkov maser is investigated through the method of particle simulation. Data of experiments in Soviet Union is used as input parameters of the simulation, in which beam and plasma density are $2\times10^{13}$ and $2.03\times10^{11}(cm^{-3}$), respectively. As results of this work, we find that over 40\% of electron beam kinetic energy transfers to the field energy and plasma with nearly equal shares, and efficiency is about 20\%. The saturation of beam electrons due to the trapping in the $E_z$ field of the most unstable $TM_{oo}$ wave(wavelength=3cm, frequency=7.85GHz) is well exhibited in the phase space at time $\omega_pt=470$.
