Many previous real-world problems have been characterized by CSPs in the last two decades, and some researchers have developed Expert System for project management using the technique of CSPs. But, they focused on project scheduling with resource constraints for managing projects such as PERT/CPM in the traditional management science. In a managerial point of view, project assignment problem is important to a manager as well as project scheduling. Many information system project managers are often faced with a decision making problem, HOW many project with scarce resource can be done, WHO can perform them and HOW the project teams will be organized. This study is primarily concerned with the identification of several factors for managing information system projects that is asigning a proper team and persons to a project and is scheduling the project. And the representational scheme is based on the technique of CSPs, specially rule and constraint based approach, for implementing an Expert System of information systems project management. applicable to this material is C$_t4 parameter, and the relationship between them was $$a-[C_t]^{0.98}$$ Effects of hardness on the creep crack growth rate are related to the crack tip blunting, and the creep crack growth rate has been increased at the same K and C$^{\star}$ level with hardness increase. Fracture surfaces of the specimens were examined in the scanning electron microscope. The creep crack is characterized by a terraced structure at low magnification and the transition from the rather smooth fatigue crack to the creep crack was marked by a step(bluntion of the crack tip).
