Mobile Government (M-Government) is a functional subset and a compliment to the broader Electronic Government (e-Government). Mobile Services (M-Services) are quickly emerging as the new frontier of service delivery and transforming government by making public services more accessible to citizens. M-Government’s promise to provide access to government information, literally from any place at anytime, is realized in many developed and developing countries. However, M-Government is a complex business strategy for the efficient utilization of all wireless mobile devices. The implementation of the M-Government system is beset with numerous challenges such as the complexity of different mobile technologies, identifying the wired and wireless sections, and creating secured networks. To overcome these challenges, a standard, evolutionary and comprehensive M-Government system architecture is required. This system architecture could avoid unnecessary duplication of infrastructure deployment and integrate services located in different government institutions. The purpose of this study, therefore, is to design a high level, citizen-centric M-Government system service architecture, which can serve as a common platform for government institutions to provide M-Services in Ethiopia. The objective of this paper is, to elicit functional requirements and to introduce a high level architectural design artifact/product to government institutions. We used the Federal Enterprise Architectural Framework (FEAF), which is an emerging approach that establishes four domain views: business, data, application, and technology architecture models, to design M-Government system services architecture. The proposed M-Government system service architecture defines the standards, infrastructure components, applications, and technologies for government institutions in Ethiopia to facilitate the interaction needed between them to provide mobile public services.
