Lessons from the Japanese space development policy: From follower to independent developer

Japan, even though a late starter in space development compared to western countries, now has the ability to carry out independent space development after a period of catching up. It may not be an economic success in the same way as automobiles and shipbuilding, but Japan has accomplished technological success in the field. This paper presents the policy on, and the instrumental factors in, Japans accomplishment.
