A design method is suggested for an output feedback stabilizing controller with optimally adjusted proportional plus integral actions. By employing the concept of Rosenbrock``s diagonal dominance, the stability regions for the gain matrices of the PI controller are firstly determined in the form of inequalities involving the gain parameters. Then necessary conditions for a parametric optimization problem is derived for finding an optimal stabilizing gain matrices. To show the use of the result, an example is provided.
