본 발명은 인공 ncRNA 발현 라이브러리 및 이의 제조방법에 관한 것으로, 구체적으로, 본 발명은 대장균의 전체 유전체 DNA를 무작위로 자른 무작위 조각화 DNA를 이중 줄기-고리를 갖는 RNA 골격 중간에 클로닝함으로써 인공 ncRNA의 안정성을 확보한 라이브러리 및 이의 제조방법에 관한 것이다.
