Security document design mainly has been focused on the enhance of security performance by developing advanced security techniques, with little chance to establish independent design discourse due to monopolistic and closed design environment and minority of the involved. This tendency is connected to dissociation of various viewpoints in society, and research direction and relevant domains about security documents. From the viewpoint of communication theory, security document is a social agreement in the form of omnipresent message, which is created exclusively by limited senders only, and is dispersed in society in which the standardized values are exchanged. From the fundamental environment in using security document, three viewpoints of security documents - essential commodity, integration of technologies, collective identity - were induced. In methodological aspect, the most important attribute required to security document is uniqueness to make security documents can guarantee their authority as an agreement, and security techniques to achieve the uniqueness of document have developed under three generations which divided by emergence of mass printing system and desktop publishing as turning points. And nowadays, function of security documents are facing another environmental evolution - information change through network and unpredictable ripple effect by convergence of different information channels. This tendency calls for independent and systemic approach to design security documents, which includes categorizes and relationship of concepts to be considered in design, with three viewpoints as variation along different contexts of requirements.In this study, structural aspects of metamodel are defined based on Shannon’s communication model, which presumes sender, receiver, encryption and decryption channel and noise, in concept of major stakeholders(senders and receiver) and elements, and their inherent attribute which can occur security problems.
