Abstract: Recent boom of portable electronic market has witnessed growth due to availability of successful Flash memory technology as a key product of semiconductor industry. Samsung managed not only to become a leader in DRAM market since 1992 but also rose up to the first rank in the Flash memory market by 2003. Since then, Samsung is able to maintain its top position.
The objective of this paper is to analyze how Samsung succeeded in Flash memory even though Samsung was a latecomer compared to advanced companies such as Intel and Toshiba. We will analyze it from market and technological perspectives within a catch-up innovation system, for which we will look at technological leadership strategies used by Samsung to adapt organizational capability. Both technologies show similar pattern of innovation and catch-up. However after a catch-up stage, these exhibit differences in terms of technology environment, characteristic of market, and value chain up to customer.
The results show, in this case Samsung``s swift response to shift competitiveness was successful for organizational capability after the catch-up period. The major contribution of this paper is, we may imply strategies for latecomer firms`` by understanding success factors and analyzing differences in organizational capability of a frontier product based firm.

Abstract: The Internet has shown to be one of the most significant information technologies to help with the sharing of knowledge and the making of decisions by individuals and groups at every level of society. The continued increase of developing countries joining the arena of Internet adoption is an acknowledgment that not only national technology capacities are enabling international competitiveness , but also that the exploitation of the Internet may become a powerful tool in diminishing the social exclusion which, presently, is considered by many experts one of the major assets in strengthening a countries`` economy.
Yet amid all the good news regarding the increased Internet penetration rate in Latin America during past years, only 77% of the population still has not accessed the Internet as of 2007. In the same manner, Ecuador, one of the largest crude oil exporters and most diverse countries in relation to its size, is placed 12th among 20 Latin American sampled countries with regards to Internet penetration. Thus, in order to further the quality of life and make an effective and responsive government serving all citizens, it is necessary to analyze an effective way to increase the Internet penetration in Ecuador and, apply these findings for consideration by other developing countries.
The scarcity of Internet adoption for Ecuador is a regional issue as shown by its placement of 12th of the 20 Latin American countries in 2007. Ecuador has made efforts towards Internet adoption since late 2000 when CONATEL established Internet access as a national priority for the country``s economic, social and cultural development. Nevertheless the current status shows that Internet access is still scarce and limited with a corresponding profound digital divide. This divide is obvious given that nearly 80% of Internet users are located in the Ecuador``s three major cities: Quito, Guayaquil and Cuenca.

Abstract: Sri Lanka has the highest ICT infrastructure among South Asian countries. The country has very good human resources and education system, but the country``s ICT literacy rate and Internet penetration are very low. These are some of main failure issues in the country. In an attempt to increase Internet penetration and ICT literacy rate the government has started many ICT projects and the community e-center is one of the main projects for the issue. This report evaluates the current progress of that project and studies other countries`` similar successful projects. Furthermore, the report makes recommendations on future changes for community e-centers.
The methodology like literature review and case study has been used to analyze similar projects of selected countries. As selected countries the report focuses on successful cases from India, Malaysia and South Korea. The results and discussions drawn in the report will be valuable for government and some NGOs (Non Government Organization) investors. As we know, high speed internet connectivity is very beneficial for the people. However, in the rural sector the majority of the people are not familiar with English. Local content, information and e-services in own languages are essential for community e-centers. Building network with other institutes or organizations is also useful to make successful network. Further, knowledgeable staff and an on-going monitoring and evaluation system makes successful.
This study will be useful for an analysis and evaluation of future community e-center projects and for starting up of new community e-centers that would be more successful and effective for rural area people.

Abstract: Electronic learning or e-Learning is an excellent tool for human resources development by using information and technology, which are developed very fast at the present. e-Learning enhances a comfortable of learning to students; the students can access to class room or courses with updated content any where and any time. e-Learning can also solve the problem of shortage of teacher and class room. Moreover, it can save the cost for studying and training especially in group training.
The objective of this report is to observe the current status of e-Learning development in Laos, case of e-Learning in Republic of Korea and Thailand. This report will show the reason of implementing e-Learning, the benefit and advantage of the e-Learning system to develop human resource and sustainable economic development in long term, and the obstacle for developing e-Learning in Laos. In order to see the progressiveness and effectiveness of e-Learning, making comparison between e-Learning case study of Republic of Korea, Thailand, and Laos is used. The result showed that implementing e-Learning created big benefit to society; both lecturer and learner can receive the advantages from e-Learning system. Moreover, e-Learning is the key tool to develop either human resources or economic development.
